If there is a small crack in the wall, first, thing you could do is widen or deepen that crack using knife or screwdriver. By widening the crack, you will be able to remove shifting concrete, loose paint coating, rubble etc, with the help of a dry brush. This will make it easier to fill the crack while you have your wall patching in progress.
Prepare the filler solution and fill the solution into the entire cracks and leave it to dry for a day. Once the repaired wall surface has dried, even out the surface and then apply the paint.
